Open Question: Are the 10 neighborhood community pools in First Colony considered commercial or private property?

I am needing to know the zoning status of the community pools in First Colony. They are paid for and maintained by annual dues of businesses and residents, but I was curious to know how they are classified or zoned. I live right at the Magnolia Plantation pool, adjacent to the parking lot, and am curious to know if we share the fence which separates our properties. It is wooden, and it's 8 foot long panels alternate - one facing my house, the next the parking lot, and so on. Only a small portion of the fence "encloses" part of my back yard, and the rest acts like a "privacy screen" from all of the people who park in the parking lot. It is in need of repair at this time, and our homeonwer's association, the First Colony Community Service Association, or FCCSA is declaring that the entire length of fence is my responsibility. I disagree that the entire length of fence is my sole responsibility since it's main purpose is to keep the pool patrons in the parking lot. The fence was built by the developer, not a home owner, and this is the only fence like it in the entire FCCSA boundaries. All the other pools are either stand alone entities which are completely seperate from all homes, with the exception of one home, whose side fence makes up an entire length of fence for the back of the pool property. The FCCSA paid to have the entire fence replaced, and did not charge the homeowner who shares the fence one cent. Well, the FCCSA has a web site which addresses this in a very specific manner. In one instance they state: "Examples of Association-maintained fencing include: fencing inside cul-de-sacs that are also landscape reserves; all park and pool fencing that does not enclose a homeowner’s property." They also state in the FCCSA guidelines that: "(3) And speaking of good neighbors, any fence that is between two homeowners or a homeowner and a commercial property is shared responsibility and both parties are responsible for the work and cost of the work". Well, just a small portion of the fence "encloses my back yard, which I am willing to maintain, however the rest of the shared fance needs to be shared! If anyone knows about real estate, and whether or not the FCCSA has any obligation to help maintain part of this fence, please let me know... I would truly appreciate it :-) Thanks in advance! Resolved Question: Fading perfume?

I've got about 3 different fragrances but they all fade within a couple hours of applying it.. I have Chance Chanel Eau de Toillette, Magnolia from L'Occitaine, and Rock N Rose from Valentino. I would spray more but I don't want to drench myself and "offend" people. What types of frgrnaces stay the longest? (Parfum.. etc.)
