Voting Question: Land - Good investment? Needs bridge.?

In the area that I live the land is pretty expensive. For example there is 16 acres in the 21713 zip code (Boonsboro, Md) for 315,000 dollars. Three acre lots go for around 150-180K. I have found 15.2 acres in Meyersville Md (near Frederick MD) that I can get for 55,000. The problem is that most of it is landlocked by a stream with the neighbors not willing to give a right-of-way to the upper portion. It has about 1000 feet of road frontage. I have found 15.2 acres in Meyersville Md (near Frederick MD) that I can get for 55,000. The problem is that most of it is landlocked by a stream with the neighbors not willing to give a right-of-way to the upper portion. It has about 1000 feet of road frontage. A bridge would need to be built over the stream about 40ft wide and I have no idea of what that would cost. There is a possibility of a building site between the creek and the road and I have checked out septic restriction and FEMA flood plain maps and it seems there is about 120 ft I could work with for a house but it is rocky. Some bolders are 6-8 feet across. I am thinking a split-foyer would be best suited but I want a second opinion about the preparing a rocky site. Backfilling the lot could be a possibility.
